Summary

Declares that the Congress requests the President, acting through the Secretary of State, to enter into negotiations with the Government of Canada: (1) for the purpose of establishing for each of the Great Lakes a maximum and minimum range of water levels in order to maintain navigation and protect shorelines against erosion and flooding, and (2) for the purpose of entering into suitable agreements on the construction of necessary public works to maintain such water levels within such ranges.
