Summary

Expresses the sense of the Congress that: (1) the failure of the National Governing Council of Haiti to abide by the new constitution of Haiti and respect internationally recognized human rights poses a threat to the transition of Haiti to democracy; (2) the President should suspend all military assistance and nonemergency economic assistance provided to the National Governing Council and use all means possible to ensure that pending elections are carried out without obstruction or interference; and (3) international organizations should make their resources and expertise available to the Provisional Electoral Council to assist in implementing and monitoring the pending elections in Haiti.
