Summary
Requires the Architect of the Capitol to conduct a voluntary pilot program for recycling expendable materials disposed of within the Capitol grounds. Requires the Architect to report the results of the pilot program to specified congressional committees within 15 months after enactment of this Act with an assessment of existing procedures for recycling and recommendations for establishing a comprehensive recycling program for the Capitol and other locations within the Capitol grounds.
