Summary
Expresses the sense of the Congress that the United Nations should: (1) reform and streamline the United Nations disaster relief system; (2) establish one entity that integrates the United Nations agencies currently rendering disaster relief and that stockpiles and manages an international inventory of basic materials necessary to provide adequate relief; and (3) apportion its inventory of disaster relief materials around the world according to need. Declares that the President should take actions to advance the implementation of such policy.
