A concurrent resolution to express the sense of the Congress with respect to United States policy toward Panama.

Summary

Expresses the sense of the Congress that, unless certain conditions are met by the Panamanian Government within 45 days after enactment of this Act, the United States should: (1) cease all economic and military assistance to Panama (except for humanitarian assistance); (2) suspend all shipments of military equipment and spare parts to Panama; and (3) prohibit the importation of Panamanian sugars, syrups, and molasses and reallocate among other countries the quantity of such products which could have been imported prior to enactment of this Act. States the conditions that should be met by the Panamanian Government as: (1) the demonstration of substantial progress toward civilian control of the Panamanian armed forces; (2) the establishment of an independent investigation into alleged illegal actions by members of the Panama Defense Forces; (3) the establishment of a nonmilitary transitional government; and (4) the restoration of constitutional rights in Panama.
