Expressing the sense of the Congress relating to the need for a Conference on Security, Stability, Development, and Cooperation in Africa and commending the Helsinki Commission for its leadership on this initiative.

Summary

Recognizes the dire political and economic problems facing Africa. Encourages the various African governments to begin redressing such problems through democratization and conciliation. Welcomes the Africans' attempt to replicate in Africa the European model of the Conference on Security and Cooperation in Europe. Commends the Helsinki Commission for its success in Europe and its farsightedness in moving its model to other regions. Calls upon the President to: (1) encourage African governments to participate in the Conference on Security, Stability, Development, and Cooperation in Africa; (2) support the Helsinki process in Africa; and (3) continue the current U.S. policy of funding forums which facilitate economic growth and advance democratic goals.
