Expresses the sense of the Congress that the Federal Government take immediate steps to organize and obtain funding for a national storm-scale operational and research meteorological (STORM) program under the leadership of the National Oceanic and Atmospheric Administration of the Department of Commerce, with the cooperation of other interested and appropriate departments and agencies.
