Summary

Declares that the Congress: (1) protests the use of jamming stations by the Soviet Union, Bulgaria, Czechoslovakia, and Poland which make it impossible for the people of Central and Eastern Europe to receive Western radio broadcasts; (2) condemns the use of such jamming stations as a breach of human rights and incompatible with a specified treaty and detente; (3) welcomes the efforts of Western broadcasting organizations providing news and opinions; and (4) expects the Foreign Ministers meeting at the Budapest Cultural Forum to urge such governments to dismantle such jamming stations.
