Summary

Expresses the sense of the Congress that the right of any citizen to be assigned, within designated school districts, to the public school of his parents' or guardians' choice if a minor, or to the school of his choice if an adult, should not be denied or abridged either directly or by means of a condition precedent to the receipt of Federal financial assistance; and that there should be no compulsory transportation of school children from one school district to another to achieve racial balance in public schools.
