Expressing the sense of the Congress concerning humanitarian assistance for the people in Sudan.

Summary

Calls upon the President and the Secretary of State to: (1) urge the Government of Sudan and the Sudanese People's Liberation Army to allow United Nations agencies and nongovernmental organizations to provide humanitarian assistance to the Sudanese population wherever they are in the country; (2) continue to seek support for methods of exerting pressure on such entities if they continue to refuse to allow relief efforts to reach the population; (3) continue to condemn the human rights abuses committed by the Sudanese Government and take steps to pressure the regime to respect human rights; (4) express the willingness of the United States to assist in promoting negotiations between the Sudanese Government and the Sudanese People's Liberation Army; (5) explore with the United Nations the possibility of imposing an international arms embargo against such entities; and (6) recognize and utilize the new opportunities for Ethiopia to play a role as mediator in resolving internal disputes in Sudan.
