Summary

Urges the International Olympic Committee (IOC) to transfer or postpone the 1980 summer Olympic games until Soviet troops are withdrawn from Afghanistan. Expresses the sense of Congress that: (1) the United States and other nations should not participate in such games, if the IOC does not transfer the games; and (2) the IOC should establish permanent sites for the Olympic games.
