Summary

Condemns the bombing of Korean Air Lines (KAL) flight 858 as an act of state-sponsored terrorism by North Korea. Rejects the December 1987 North Korean proposal to the Congress to enter into a dialogue on bilateral issues. Expresses congressional support for the sanctions imposed by the executive branch, including the addition of North Korea to the list, maintained under the Export Administration Act of 1979, of states supporting international terrorism.
