Summary

Expresses the sense of the Congress that: (1) the President, in order to insure peace in the Baltic region and in Europe, should instruct the U.S. delegation to the 1986 Vienna meeting of the Conference on Security and Cooperation in Europe to seek full implementation of the right to self-determination (as contained in the Helsinki Final Act) and to this end such right should be returned to the peoples of Lithuania, Latvia, and Estonia upon the withdrawal of all Soviet military forces and personnel; and (2) until the Baltic States become independent, the President should bring the Baltic matter to the attention of all nations by means of radio programs and publications and he should make every effort to gain the support of other nations for the realization of the independence of such states. Declares Congress' concern with the effect of the Soviet Union's citizenship laws on persons who were born or naturalized in the United States.
