Summary
Prohibits: (1) the number of personal staff positions available to each Member of Congress from exceeding the number of positions available at the end of the First Session of the 102d Congress; and (2) the number of employee positions or amount of funding for them available to a House or Senate committee from exceeding 70 percent of the number of positions or funding available at the end of the First Session of the 102d Congress. Mandates phase-in of such limitations so that one-third of the required reductions shall be achieved in each of the three sessions of the Congress beginning with the First Session of the 103d Congress. Prohibits involuntary separations of employees to carry out this Act, except to the extent no other method will permit timely compliance.
