Summary
Expresses the sense of Congress that all unconstitutional Federal spending should be reduced, including "off budget" expenditures, and that reduction should be reflected in tax reductions to both individuals and businesses. Expresses the sense of Congress that as a first step in cutting Federal spending, all forms of assistance to foreign countries and all United States contributions to international organizations should be terminated immediately.
