Expresses the sense of the Congress that the Congress disapproves of promulgation by the Environmental Protection Agency of any rule under the Clean Air Act which would provide that the only allowable way for States to comply with requirements for vehicle emission inspection and maintenance programs is to establish centralized emission inspection facilities and facilities for emission inspection which provide no other services.
