Expresses the sense of the Congress that: (1) the Environmental Protection Agency should provide assistance to cities identified as nonattainment areas in their efforts to deal with ozone and carbon monoxide pollution; and (2) the Nation's agricultural, mechanical, and environment scientists should expand research on the use of ethanol for reducing pollution and the use of imported oil.
