Summary
Expresses the sense of the Congress that the President should: (1) terminate diplomatic relations with the present regime in Afghanistan; (2) recognize and establish diplomatic relations with a provisional Afghan Government consisting of groups of freedom fighters; (3) exercise presidential authority to furnish assistance under the Foreign Assistance Act of 1961 to Afghan freedom fighters; and (4) provide other assistance to Afghan refugees and freedom fighters as needed.
