To express the support of the House of Representatives for the progress towards democracy taking place in Yugoslavia.

Summary

Expresses the sense of the House of Representatives that the United States should: (1) support efforts at democratization in the Yugoslav Republics and encourage the Central Government to work with and respect such efforts; and (2) take into consideration the actions of the Central Government which hinder or help democratization and free market reforms when making decisions on granting assistance under the SEED I or SEED II Act to Yugoslavia.
