Summary

Commends the Malawian Government's response to the influx of refugees from Mozambique. Condemns the abuse of human rights of Malawian citizens and urges President Banda to bring an end to torture and abuse of prisoners and permit them to have access to families and lawyers. Calls upon the Government of Malawi to release persons held for the nonviolent expression of political views. Requests the Malawian Government to investigate reports of the death of Fred Sikwese and to permit human rights organizations to conduct investigatory missions. Calls upon the Secretary of State to convey concern about human rights abuses and urge President Banda to free prisoners of conscience and permit freedom of association and speech. Requests the Secretary to make assistance to Malawi conditional on improvement in human rights and to channel such assistance through nongovernmental organizations to development programs.
