Summary

Expresses the sense of Congress that: (1) any right to, title to, or interest in the Panama Canal Zone or any real property located therein should not be conveyed, relinquished, or otherwise disposed of to any foreign government without specific authorization of such conveyance, relinquishment, or other disposition by an Act of Congress; and (2) any negotiation or other discussion with any foreign government by the President or any other representative of the United States in pursuance of any such conveyance, relinquishment, or other disposition should not be initiated or continued unless such conveyance, relinquishment, or other disposition has been specifically authorized by an Act of Congress.
