Summary

Expresses the sense of the Congress that the governmental authorities of the independent states of the former Soviet Union should release for public viewing and for use by the U.S. Government information they have on the secret activities of the Communist Party of the Soviet Union (CPSU) since 1917, including acts of espionage and political subversion directed at the United States or its allies, the current activities and assets of the CPSU, links with and support for terrorist groups, and relevant information regarding the former Soviet Union's knowledge of or involvement with American POW/MIAs. Declares that the Congress would have grave reservations in providing financial assistance to any of such states before such information is provided and before the U.S. Government is assured that such funds will not be used either for purposes other than those for which they are provided or to support the CPSU.
