Summary

Urges the President to: (1) recall the U.S. Ambassador to Haiti; (2) order all U.S. persons to abide by the Organization of American States' embargo of Haiti; (3) appeal to the international community to abide by such embargo; (4) organize a massive humanitarian relief program to deliver emergency supplies of food and medicine to Haiti; (5) organize a civilian relief mission to supervise delivery of relief supplies and to monitor the safety of repatriated Haitian boat people and the treatment of Haitian civilians; and (6) appeal to Caribbean nations to share the burden of granting safe haven to the Haitian boat people and provide funds to assist such countries in doing so.
