Expresses the sense of the Congress regarding the restoration, conservation, and protection of North Atlantic swordfish and other highly migratory species of fish. Calls for: (1) management measures to restore populations of such fish within seven years; (2) bycatch reduction measures; (3) time and area closures for longline and driftnet gear and time and length limits for longlines; (4) increased domestic observer coverage of longline and driftnet vessels; and (5) pursuit of conservation and management measures in international fishery negotiations by U.S. representatives.
