Summary

Calls on the President to enter into and report to the Congress on discussions with the Government of the People's Republic of China on the formation of a United States-China Bilateral Human Rights Commission. Requires the Commission to: (1) monitor compliance with multilateral and bilateral agreements and commitments in the area of human rights; (2) conduct a regular and systematic exchange of views on human rights matters; (3) serve as a vehicle for the resolution of cases of individuals imprisoned or discriminated against for political or religious belief, nationality, race, or sex; and (4) report periodically to the two governments on its activities.
