Summary
Declares that Congress: (1) acknowledges the fundamental injustice, cruelty, brutality, and inhumanity of slavery in the United States and the 13 American colonies; (2) apologizes to African-Americans; (3) condemns and repudiates the gross and wanton excesses perpetrated against African-Americans during slavery; (4) recognizes the Nation's need to redress these events; (5) commends reconciliation efforts and calls for a national racial reconciliation initiative; and (6) commits to rectifying misdeeds during slavery and to discouraging future human rights violations. Declares that Congress supports establishment of: (1) a commission to examine the institution of slavery and subsequent racial and economic discrimination against African- Americans, including the impact of that discrimination on living African-Americans, issue a standardized historical public school curriculum on slavery, and explore the possibility of establishing a scholarship and research fund; and (2) a national museum and memorial regarding slavery and other significant African-American history.
