Summary

Establishes the Joint Committee on Impoundment of Funds consisting of five members of the Senate and five members of the House of Representatives, in each case three members to be from the majority party and two members to be from the minority party. Provides that the committee will expire at the close of the second session of the ninety-third Congress. States that it shall be the duty of the committee to conduct a continuing comprehensive study and review of the President's constitutional power to terminate authorized Federal projects for which appropriations have been made or to withhold funds for same and to report to the Congress its findings in a final report before the close of the Ninety-third Congress. Authorizes to be appropriated for each fiscal year such sums as may be necessary to enable the committee to exercise its powers, functions, and duties under this concurrent resolution.
