Summary

Provides that the total of all funds appropriated for expenditures in any form by the Federal Government in fiscal year 1976, except expenditures by the Department of Defense, shall be equal to the total of all funds appropriated for expenditures in fiscal year 1975, minus 10 percent. Requires that the Department of Defense nonstrategic expenditures in fiscal year 1976 shall be equal to the total of all funds appropriated for nonstrategic expenditures in fiscal year 1975, minus 5 percent.
