Commends President Mathieu Kerekou of the Republic of Benin for his leadership and the people of Benin for their commitment to democracy. Calls for: (1) the United States to enhance its efforts to consolidate democracy and free enterprise in Benin; (2) the Administration to leverage U.S. assistance to Benin in order to mobilize greater foreign direct investment in Benin; and (3) other nations throughout the developing world to emulate Benin's example as a bastion of peace, security, free enterprise, and religious tolerance.
