Summary

Requires that the concurrent resolution on the budget for FY 1986 meet the following objectives: (1) total outlays for FY 1986 shall be no greater than total outlays for FY 1985; and (2) total outlays for FY 1987 and for FY 1988 shall be no greater than total outlays for the preceding fiscal year plus, for each such fiscal year, an amount equal to the lesser of five percent of the preceding fiscal year's total outlays or the annual increase in the Consumer Price Index.
