Summary
Urges the President to: (1) express to the United Nations (UN) Security Council that the United States is willing to participate in the deployment of armed UN security guards, to secure emergency relief activities for Somalia and that the exigency of the crisis warrants authorization by the Security Council of the deployment of UN security guards even without an invitation by the various warring factions; (2) encourage discussion of alternative strategies for solving the political crisis in Somalia; (3) support the UN-sponsored relief coordination conference for Somalia scheduled for mid-October 1992; and (4) ensure that adequate U.S. financial support exists for the UN to carry out its mission in Somalia.
