Summary

Declares that it is in the U.S. national interest that there be freely elected democratic institutions established in Hong Kong before 1997. Urges the British Government to ensure that the 1991 elections to the Legislative Council involve all members of such Council or a higher proportion than the ten currently planned. Calls upon the President to communicate to the People's Republic of China and the British Government the importance to the United States of the promises made regarding democratic rights and the retention of Hong Kong's capitalist system.
