Summary
Expresses the sense of Congress that the Federal Government should take appropriate steps to develop new research methods for its research projects, where feasible, to complement or eliminate current research involving the direct or indirect use of aminals, and that no Federal funds should be provided for research projects involving the direct or indirect use of animals if other methods, such as but not limited to computers, tissue, culture, radionuclide techniques, chromatography, spectometry, non- animal models, lower organisms, or dummies, can be successfully sustained.
