Regarding the waiver of diplomatic immunity in cases involving serious criminal offenses.

Summary

Expresses the sense of the Congress that: (1) the President and the Secretary of State should take all necessary steps to ensure that whenever there is probable cause to believe that an individual with diplomatic immunity has committed a serious criminal offense in this country, the country of such individual shall waive such individual's immunity; and (2) whenever there is probable cause to believe that a U.S. individual with diplomatic immunity in another country has committed a serious criminal offense, that individual's immunity should be waived.
