Summary
Expresses the sense of the Congress that the United States should denounce violations by the Warsaw Pact countries of the religious freedom provisions of the Final Act of the Conference on Security and Cooperation in Europe signed at Helsinki in 1975 (Helsinki Final Act). Urges the President to: (1) raise the issue of such violations at any appropriate international forum; and (2) express the stern displeasure of the United States with the restrictive practices of such governments against religious bodies and individual believers. Expresses the sense of the Congress that each government should honor its commitments under the Helsinki Final Act, the International Covenant on Political and Civil Rights of 1966, and its own national constitution.
