Declares it the sense of Congress that the National Health Planning Guidelines should include sufficient flexibility to allow a Health Systems Agency, if it can demonstrate that its area has special characteristics, to establish a goal or standard that is different than the national goal or standard, therefore assuring that needed rural hospital services will continue.
