Summary
Expresses the sense of the Congress that the President, acting through the United States delegation to the United Nations, should initiate such steps as may be necessary to amend the Charter of the United Nations so as to provide that the vote of each member state in the General Assembly of the United Nations during any calendar year shall be weighted (1) one-half in the ratio which the gross national product of such member state during the preceding fiscal year bears to the total of the gross national products of all member states of the United Nations during such preceding fiscal year, and (2) one-half in the ratio which the total population of such member state bears to the total population of all member states of the United Nations, which population of each member state shall be determined by the most recent official census.
