Summary

Authorizes the President to instruct the United States Ambassador to the United Nations to demand that: (1) the United Nations enforce its charter provisions which guarantee self-determination to all peoples; and (2) the Soviet Union abide by its United Nations membership obligations concerning aggression and colonialism. Requests the President to take steps to have placed on the agenda of the General Assembly any measure which would guarantee internationally supervised free elections by secret ballot in the Baltic States. Authorizes the President to use powers vested in him by the Constitution to support actions taken in the interest of self-determination for the Baltic States.
