Summary
Requires the concurrent resolution on the budget for FY 1986 to provide that total outlays for FY 1986 shall not exceed total outlays as provided in the first concurrent resolution on the budget for FY 1985, except for: (1) entitlement programs; (2) national defense as required to cover expenditures obligated under prior years' budget authority; (3) net interest; and (4) undistributed offsetting receipts. Provides that total budget authority for national defense and total budget authority overall shall not exceed FY 1985 levels.
