Rescinds the signing by the Speaker of the House and the Acting President Pro Tempore of the Senate of the enrolled bill (S. 2718) to improve the quality of rail services in the United States through regulatory reform, coordination of rail services and facilities, and rehabilitation and improvement financing. Vacates specified actions of the Senate and House including the adoption of the conference report on such bill. Recommits the conference report on such bill to the committee of conference.
