Expresses the sense of Congress that the President exercise his statutory powers to: (1) prohibit foreign aid to countries harboring international terrorists; (2) suspend air services to countries harboring terrorist organizations which hijack aircraft; (3) impose export controls on countries providing assistance to international terrorists; (4) suspend military equipment sales to countries assisting international terrorists; and (5) deny duty-free treatment to developing nations assisting international terrorists. Expresses the sense of Congress that the U.S. Ambassador to the United Nations seek the formation of a permanent international commission to study international terrorism. Expresses the sense of Congress that the President should: (1) seek to establish an international convention providing aviation sanctions against countries tolerating unlawful acts against civil aviation; (2) seek strict compliance with the Convention for the Suppression of Unlawful Seizure of Aircraft; and (3) seek an international convention to provide for the prevention and punishment of the taking of hostages.
