Summary
Requires that the concurrent resolution on the budget for FY 1986 meet the following objectives: (1) total outlays for FY 1986 shall be no greater than total outlays for FY 1985; and (2) total outlays for each of FY 1987 and 1988 shall be no greater than the amount of total outlays for the preceding fiscal year increased by the lesser of five percent or the annual increase in the Consumer Price Index.
