Summary
Expresses the sense of Congress that no amnesty, conditional or otherwise, be considered for any United States citizen who left our country rather than serve our country or deserted from the armed services while serving our country, until such time as there is: (1) a return of all prisoners of war; (2) the fullest possible accounting for those missing in action; and (3) the fullest possible repatriation of the remains of those servicemen who died on foreign soil.
