Summary
Expresses the sense of the Congress of the United States that there shall be created for the House and Senate jointly an Office of Independent Auditor, who shall have the power to investigate and publicly report facts and recommendations pertaining to any alleged violation by a Member, officer, or employee of the House or Senate of any law, rule, regulation, or other standard of official conduct applicable to that individual's conduct in the performance of his or her duties.
