Summary

Expresses the sense of Congress that it should be the policy of the United States to: (1) encourage the increased production of fertilizers which can be used for food production; (2) encourage the distribution of such fertilizers to those areas where their use will contribute the most to meeting the world's food needs; and (3) discourage the use of such fertilizers for nonagricultural purposes. Expresses the sense of the Congress that the Secretary of Agriculture should immediately begin to: (1) study the fertilizer needs of the world's food producing areas; and (2) investigate ways in which such policies can be implemented.
