Expresses the sense of Congress that the Secretary of Defense should take immediate action to insure that the leadership abilities of Hispanic Americans are fully utilized within the Armed Forces, including the training of substantially greater numbers of Hispanic-American officers in military staff schools, and the review of qualified Hispanic-Americans for immediate promotion to general or flag officer.
