Expresses the sense of Congress that the United States continue to provide world leadership in working for modernization and reform of the United Nations. Requests the President to direct the Department of State and the Ambassador to the United Nations to formulate proposals for the more effective functioning of the United Nations and to report to the appropriate congressional committees before September 30, 1979.
