Summary
Declares that the United States should not normalize relations with, or provide trade or development assistance to, Vietnam until the issue of unaccounted for Vietnam-era POW-MIAs is resolved and the President certifies that: (1) the Government of Vietnam allows the U.S. Government unrestricted access to archives and areas within Vietnam which may provide information as to the fate of POW-MIAs; (2) Vietnam has initiated the return of all readily available remains of POW-MIAs; and (3) the U.S. Government will protect the confidentiality of all witnesses with information on the fate of POW-MIAs.
