Expresses the disapproval of the Congress concerning certain regulations submitted to the Congress by the Secretary of Health, Education, and Welfare amending the family contribution schedules for use in 1979-1980 under the basic educational opportunity grant program (under the Higher Education Act of 1965) because such regulations fail to implement changes made by the Middle Income Student Assistance Act regarding the making of such grants to independent students for the school year 1979-1980.
