Expresses the sense of the Congress that the President should: (1) direct the U.S. representative to the United Nations to propose the establishment of a Special Committee to seek advisory opinions of the International Court of Justice regarding questions of international law submitted by national courts; and (2) after such Committee is established, propose legislation to the Congress authorizing Federal courts to request such advisory opinions.
